摘　　要：网上行政审批"服务便捷度"是我国推进"互联网+政务服务"改革背景下政务服务能力、质量与绩效的重要面向,也是构建现代化国家治理体系与能力不可或缺的维度之一。本文将诞生于市场营销领域的"服务便捷度"(SERVCON)概念引入政务服务领域,以"服务便捷度"所关注的用户的时间、精力等非货币性支出为核心维度,结合行政审批服务场景和业务流程特征,以及数字政务时代互联网平台特性,构建了网上行政审批便捷度概念的分析维度体系。该体系涵盖审批事项可及度、搜索便捷度、咨询便捷度、要件准备便捷度、审批过程便捷度、审批结果获得便捷度等六个一级维度和26项测量指标,以期在理论上增进对政务服务情景下服务便捷度的理解,在实践上为提升网上行政审批便捷度提供系统的观察和评估工具。Online administrative approval service convenience is a key dimension for enhancing governmental services quality and capability.Drown from Service Convenience(SERVCON)from studies on marketing,this article attempts to develop a dimensional framework on online administrative approval service convenience in the context of e-governance.Based on non-monetary costs such as time and efforts,theis article develops a system of analytical dimensions for online administrative approval service convenience including service access,information searching,consultation,application materials preparation,approval process,and permits acquisition,so as to deepen the theoretical understanding on e-services approval and to provide an analytical system for e-governmental services performance evaluation.
