多举措规范门诊线上预约缓解“看病难”现象实践

摘　　要：自国家卫生健康委号召全面开展预约诊疗管理以来,各大医院的预约诊疗管理日趋成熟,预约就诊占比明显提升。与此同时,门诊优质号源被线上抢占、倒卖的现象也日益凸显,成为现阶段加重老百姓"看病难"现象的主要原因之一。在已普遍实行预约实名制和额度限制等基本管控手段基础上,通过对数据、行为的积累、监测和持续的科学分析与回溯,形成从规则、系统、流程、成本投入等方面对门诊线上预约的管理"组合拳",最大程度切断恶意刷号、贩号等不实号源的占用、错配及浪费问题,为广大群众创造优质的门诊预约诊疗环境。Since the National Health Commission has called for comprehensive appointment diagnosis and treatment management,the management of appointments clinics and treatment in major hospitals has become more and more mature,and the proportion of appointments has increased significantly.At the same time,the phenomenon of high-quality number sources being grabbed online and resold in outpatient clinics is also becoming increasingly prominent,which has become one of the main reasons for aggravating the difficulties of seeing a doctor for people.On the basis of the universal implementation of the real-name booking system and quota limitation and other basic control means,through continuous scientific analysis and retrospection of data,behavior accumulation,monitoring and retrospection,this paper forms a‘combined fist’for the management of outpatient online appointments from the aspects of rules,systems,processes,cost inputs,etc to avoid the occupation of malicious number swiping,number selling,misallocation and waste issues,so as to create a high-quality outpatient appointment diagnosis and treatment environment for the general public.
