知识嵌入视角下智库专家评价框架的构建

摘　　要：[目的/意义]针对智库专家评价研究成果较少、评价视角单一的问题,本文探索和构建了新的智库专家评价理论模型,对于理论创新研究和应用具有一定的启发。[方法/过程]通过梳理智库专家评价的研究现状,探索智库专家评价框架构建的优化路径,本文认为智库专家参与智库活动在本质上是一种知识生产模式,遵循知识输入、知识转化、知识输出的逻辑,发挥知识嵌入作用;在此基础上,通过提炼和分析评价要素,提出了智库专家评价的“知识力”模型。[结果/结论]本文提出的智库专家评价的“知识力”模型包括知识获取力、知识创造力、知识使用力、知识共享力、知识转换力以及知识应用力等6个方面。6个评价要素与智库政策过程形成了良好的映射作用,体现出了智库专家的知识作用。[Purpose/significance]Considering the lack of research in think tank expert evaluation and the single research perspective,this research explores and constructs a new theoretical model of think tank expert evaluation,which has certain enlightening significance for theoretical innovation research and application.[Meth-od/process]By reviewing the current situations of the think tank expert evaluation research,the paper explores the optimized path of think tank expert evaluation framework construction.Essentially,the participation of think tank experts in think tank activities is a mode of knowledge production,following the logic of knowledge input,knowledge conversion,and knowledge output.And the experts play the role of knowledge embedding.Based on refining and analyzing and evaluating elements,this paper put forward a new“knowledge power”model of think tank expert evaluation.[Result/conclusion]The“knowledge power”model of evaluating think tank experts pro-posed in this paper includes six aspects:the power of knowledge acquisition,knowledge creativity,knowledge use,knowledge sharing,knowledge conversion,and knowledge application.The above six evaluation elements form a good mapping function with the think tank policy process,and reflect the knowledge function of think tank experts.
