行政区划调整论证专家库的建设现状、问题与优化策略

摘　　要：[目的/意义]行政区划调整事关社会风险稳定大局,专家论证是评估行政区划调整是否科学、合理和可行的重要途径,为此各省、自治区、直辖市陆续地建立了专家库,但其建设现状和存在的问题仍未得到深入研究。[方法/过程]本文通过典型的地区行政区划调整论证专家库的组建公告和新闻报道等资料,分析专家库的建设现状及运行存在的问题,并提出对策。[结果/结论]在目标价值方面,对规范专家论证制度和民主化管理这两个目标价值的重视程度不足。在规则体系方面,专家遴选原则缺乏明确规定,选聘流程欠缺公开规范,专家来源单位具有偏差性,不同领域背景的专家存在较大失衡,专家库运行在可靠性、可信度和可及性等方面存在一定的问题。在实施保障方面,专家库的政策保障、组织保障、经费保障、机制保障的规定缺失或不详,有待优化。因此,本文从明确目标价值、健全规则体系、优化运行方式和完善实施保障四个维度提出策略和建议。[Purpose/significance]Administrative division adjustment is related to the overall situation of social risk and stability.Expert argumentation is an important way to assess whether administrative division adjustment is scientific,reasonable,and feasible.For this reason,various provinces,cities,and autonomous regions have successively established expert databases,but the construction status and existing problems have not been studied in depth.[Method/process]This paper analyzes the construction status and problems in the operation of the expert database through the announcements and news reports of the establishment of the expert database for the adjustment of administrative divisions in typical regions and puts forward countermeasures.[Result/conclusion]In terms of the target value,the two target values of the standardizing expert argument system and democratizing management were not paid enough attention.In the aspect of rules system,the principle of expert selection is not clearly defined,the selection process is not open and standardized,the source units of experts are biased,experts from different fields are out of balance,and the operation of the expert database has some problems of reliability,credibility and accessibility.In the aspect of implementation guarantee,the provisions of policy guarantee,organization guarantee,fund guarantee and mechanism guarantee of the expert database are missing or unknown,and need to be optimized.Therefore,this paper puts forward strategic suggestions from four dimensions:clarifying the target value,perfecting the rule system,optimizing the operation mode,and perfecting the implementation guarantee.
