摘　　要：[目的/意义]随着中华民族伟大复兴战略全局和世界百年未有之大变局的加速演进,中国与世界的关系正面临着深刻的调整。国际问题智库在服务国家对外决策和战略中的作用越发突显,但与之不相适应的是学界对我国的国际问题智库研究尚显不足。[方法/过程]由于国内不同地区和不同性质的国际问题智库差异较大,本文选择部分具有标杆价值的国际问题智库作为研究对象,就其特征、路径以及经验进行考察。[结果/结论]本文认为,作为战略格局的分析建言者、政策规划的重要参与者、决策方案的主要提供者、公共外交的积极践行者,标杆国际问题智库将国际问题的研究特点与智库自身定位有益结合,形成了以汇聚“专家”而非“大家”、围绕“议题”而非“领域”、委以“使命”励以“事业”等独到的建库经验,以资相关智库参考借鉴。[Purpose/significance]With the accelerated evolution of the overall strategy of the great rejuvenation of the Chinese nation and the major changes in the world unseen in a century,the relationship between China and the world is facing profound adjustments.The role of international issues think tanks in serving the country’s diplomatic decision-making has become more prominent.However,what is not compatible with think tanks’development is the lack of academic research of international issues think tanks in China.[Method/process]Due to the large differences between different regions and different types of international issues think tanks in China,this article selects some benchmarking think tanks as research objects,and examines their development characteristics,paths and experiences.[Result/conclusion]As an analyst and counsellor of strategic structures,an important participant in policy planning,a major provider of decision-making advice,and an active practitioner of public diplomacy,the benchmark think tanks combine the research characteristics of international issues with their own organization positioning.Their capability and constructive experience of gathering“experts”instead of“masters”,focusing on“topics”instead of“fields”,and accomplishing“missions”and encouraging“career”can all be learnt and referred to by other think tanks.
