1910年云南盐斤加价案与清末民主政体建设实践

摘　　要：宣统二年,云贵总督李经曦与云南咨议局就云南盐斤加价问题产生纠纷,无法解决,上诉至朝廷后引发资政院与军机处的数次交锋,讨论的内容渐渐超出盐斤加价案本身,触及到设立责任内阁这一重要的民主议题。最终,责令李经曦取消盐斤加价的议案在数番波折后出炉,但弹劾军机大臣,敦促清廷设立责任内阁的奏折却被留中,资政院为民主政体建设做出的种种努力不久后便随着清王朝的覆灭而化为泡影。就近代中国民主政体建设的整体进程来看,资政院与军机处就盐斤加价等相关议题的讨论是难能可贵的民主政体建设实践,资政院拥有一定的话语权并能和诸多国民一起迫使军机处做出让步,是近代中国民主政体建设中的重要事件,具有一定的历史意义。In the second year of Xuantong,the Yunnan-Guizhou Governor Li Jingxi and the Yunnan Opium Prohibition had a dispute over the increase in salt prices in Yunnan,which could not be resolved. After appealing to the imperial court,it caused several confrontations between the Advisory Council and the Grand Council,It touches on the important democratic issue of the establishment of a responsible cabinet. In the end,the motion to order Li Jingxi to cancel the salt price increase was released after several twists and turns,but the memorial to impeach the Minister of Military Affairs and Machinery and urging the Qing government to establish a responsible cabinet was retained. With the fall of the Qing dynasty,it became a bubble. From the perspective of the overall process of democratic construction in modern China,the discussion between the Institute of Management and the Department of Military Aircraft on related issues such as salt price increase is a commendable practice of democratic construction. The Institute of Management has a certain right to speak and can coerce with many citizens The concession made by the Advisory Council is an important event in the construction of modern Chinese democracy and has a certain historical significance.
