摘  要:通过调查识别沈阳经济区内沈阳与其他4市交界处较大及以上环境风险企业情况,定性判断交界处环境风险等级,列举分析可能发生的环境事故,并结合沈阳经济区当前环境应急能力,建立沈阳经济区生态环境风险联防联控与应急联动机制。在此过程中得到结论:辽河、浑河是沈阳经济区突发水环境事件重要载体,需要重点关注并制定相应的环境风险防控措施;沈阳经济区各城市间突发大气环境事件主要集中在各市交界处的大型环境风险企业;沈阳经济区五城市环境风险防控能力有待加强,尤其是在"三队一库"的建设运行上。Through investigation and identification of the larger environmental risk companies at the junction of Shenyang and the other four cities in the Shenyang Economic Zone, the environmental risk level is qualitatively determined, and the possible environmental accidents are analyzed. Considering the current environmental emergency capabilities of the Shenyang Economic Zone, a joint prevention and control of ecological environmental risks is established. The conclusions indicate that Liaohe River and Hunhe River are the important carriers for the sudden water environmental incidents in the Shenyang Economic Zone, it is needed to focus on them and formulate the corresponding environmental risk prevention and control measures. The atmospheric environmental incidents among the cities in the Shenyang Economic Zone are mainly concentrated in large-scale environmental risk companies at the junction of cities. The environmental risk prevention and control capabilities of the Shenyang Economic Zone need to be strengthened, especially in the construction and operation of "three teams and one library".
