摘　　要：经过十余年的建设,境外经贸合作区已成为中非合作的重要领域。然而,中非境外经贸合作区的发展存在明显的悖论。以经济逻辑难以解释其快速发展,因为无论是非洲东道国的营商环境,还是园区自身的盈利预期均未得到明显改善。本文认为,通过经验分享模式创新,中资企业和非洲东道国均能有效降低“摸着石头过河”的政治、经济和时间成本,这是对上述悖论的有效解释。在建设过程中,中非境外经贸合作区有效结合了移情式平行经验分享与启发式梯度经验分享这两种模式,实现了中国经验在非洲的跨时空应用。但由于中资企业经验欠缺、与当地经济社会结合不紧密等原因,中非境外经贸合作区建设中对经验分享模式的创新很大程度上仍是自发的,而非自觉的,因而还存在很大的提升空间。要推动中非境外经贸合作区的高质量发展,就必须有效利用新冠肺炎疫情带来的机会,实现园区建设经济动力与经验分享模式创新的互动模式转型,实现园区经济效益增长与经验分享模式创新的良性循环。After more than ten years of construction,the Overseas Economic and Trade Cooperation Zone(OETCZ)has become an important pillar of China-Africa cooperation.However,there is an obvious paradox in China-Africa OETCZs,i.e.,the economic logic fails to explain its rapid growth as neither the business environment of the African host countries nor the profit expectations of the zones have been significantly improved.To understand the paradox better,the authors argue that the innovative experience sharing model enables both Chinese enterprises and African host countries to reduce the political,economic,and time costs of economic growth.China-Africa OETCZs feature both the sharing of Chinese experience and the creation of indigenous experience.However,due to such reasons as the lack of experience of Chinese enterprises in“going global”,the impure motivations,and the lack of adaptation with the local conditions,the innovation in experience sharing is more spontaneous than conscious,and there is still room for improvement.To promote the high-quality development of China-Africa OTCTZs,it is necessary to take advantage of the opportunities created by COVID-19,and realize profits through innovative experience sharing.
