摘  要:水利部党组明确智慧水利是水利高质量发展的显著标志,智慧水利建设是推动新阶段水利高质量发展六条实施路径之一。《“十四五”智慧水利建设规划》作为“十四五”水安全保障规划的重要专项规划之一,是指导“十四五”时期全国智慧水利建设的纲领性文件,水利信息化发展现状定位及智慧水利建设面临形势分析、建设目标设定、建设任务确定、重点工程布局等是编制工作首先要解决的关键问题。就编制过程中对上述关键问题如何进行分析、其相关内容如何确定进行解读,帮助对《“十四五”智慧水利建设规划》更好的理解。Ministry of Water Resources of the People’s Republic of China has made it clear that smart water conservancy is a significant symbol of high-quality development of water conservancy,and smart water conservancy construction is one of the six Implementation Paths to promote high-quality development of water conservancy in the new stage.As an important special part of the 14^(th)Five-Year Plan for National WaterSecurity Assurance,The 14^(th)Five-Year Plan for Smart Water Conservancy Construction Plan is a programmatic document guiding the national smart water conservancy construction during the 14^(th)Five-Year Plan period.The positioning of the current situation of water conservancy informatization development and the situation analysis of smart water conservancy construction,the setting of construction objectives,the determination of construction tasks,the layout of key projects etc.,are the key issues to be solved first.It will help to better understand The 14^(th)Five-Year Plan for Smart Water Conservancy Construction Plan.
