推动“双碳”战略实施构建煤炭产业发展新格局

摘　　要：对我国兜底保障能源——煤炭在推进国家碳达峰碳中和战略进程中应有的使命担当和相关重点工作,进行了深入研究和分析。认为,煤炭行业要着眼全局,准确把握"双碳"战略思想内涵,勇于自我革命,坚持创新驱动,创新煤炭产能管理体制机制、推进煤炭清洁高效利用、推动老矿区转型发展;强化能源安全保障责任,统筹煤炭短期保障供给与远期有序退出的关系,统筹新矿区开发建设与生态环境保护的关系,加快构建煤炭产业发展新格局。An in-depth study and analysis on the due mission and relevant key works of coal,China’s comprehensive guarantee energy,in promoting the process of national carbon peak and carbon neutrality strategy was carried out.It was believed that the coal industry should focus on the overall situation,accurately grasp the connotation of the carbon peak and carbon neutrality strategy,be brave in self revolution,adhere to the innovation drive,innovate the coal production capacity management system and mechanism,promote the clean and efficient utilization of coal and the transformation and development of old mining areas,strengthen the responsibility of energy security,coordinate the relationship between short-term coal supply and long-term orderly exit and the relationship between the development and construction of new mining areas and ecological environment protection,and speed up the construction of a new pattern of coal industry development.
