摘　　要：目的:为科学地评定二级生物安全实验室在设施、人员等软硬件方面的建设,更好地开展二级生物安全实验室的备案工作,建立二级生物安全实验室备案评价规范,并用于指导各级机构的日常备案工作。方法:采用文献调研法、德尔菲法、层次分析法等方法,分析专家权威系数,建立指标规范的权重集,使用权重矩阵对结果一致性进行检验,建立对实验室生物安全状况能够进行整体定量分析和综合判断的指标规范。结果:最终通过多轮专家论证并进行一致性检验,确定一级指标7条,二级指标18条,三级指标100条,完成二级生物安全实验室备案评价规范的编制。结论:该规范将用于现阶段二级生物安全实验室备案工作的日常管理及专家现场查验阶段,避免了以往专家在评定过程中的主观主导,使评定结果更加科学、客观。Objective:In order to scientifically evaluate the construction of the hardware and software of the second-level biosafety laboratory in facilities,personnel and other aspects,better carry out the record-keeping work of the second-level biosafety laboratory,establish the record-keeping evaluation criterion of the second-level biosafety laboratory,and guide the daily record-keeping work of institutions at all levels.Methods:Literature research method,Delphi method,analytic hierarchy process and other methods are used to analyze the expert authority coefficient,establish the weight set of indicator specifications,use the weight matrix to test the consistency of the results,establish the overall quantitative analysis and comprehensive judgment of the laboratory biosafety status indicator specifications.Results:Finally,through several rounds of expert demonstration and consistency test,7 first-level indicators,18 second-level indicators and 100 third-level indicators are determined to complete the development of second-level biosafety laboratory record evaluation standard.Conclusion:The standard will be used for the daily management of the record work of the second-level biosafety laboratory and the onsite inspection by experts at the present stage,which avoids the subjective dominance of experts in the evaluation process and makes the evaluation results more scientific and objective.
