湖南棉花产业发展现状、政策环境、存在问题与建议

摘　　要：通过对湖南棉花产业的实地调研、座谈交流与文献查阅,从植棉面积下降,但规模趋稳、区域布局趋优;植棉利润不高但收益稳定,棉田综合效益看好;棉花产业徘徊,但产业链完整、原料需求强劲3个方面总结出了湖南棉花产业发展的现状。从棉花产业是落实国家重要农产品保护区战略任务的需要,是应对复杂国际环境形势的需要,是"一带一路"经济建设的需要,是化解棉花过于集中新疆的安全隐患需要4个方面分析了湖南棉花可持续发展的政策环境。进而剖析了产业链脱节、组织化程度低和植棉方式传统等制约湖南棉花产业发展的瓶颈问题。并从加大政策引导支持、加强技术创新与推广、加快经营主体培育、加速三产融合发展等角度提出了促进湖南棉花产业发展的建议。Based on the field investigation,conversation and literature review,this paper has revealed the development situation of Hunan cotton industry:the cotton planting area is decreasing,but the planting scale is stabilizing and the regional layout is getting better;the profit of cotton planting is not high but the income is stable,and the comprehensive benefits of cotton fields are promising;the cotton industry is stagnant,but the industrial chain is complete and the demand for raw materials is strong.The policy environment for the sustainable development of Hunan cotton industry is summarized below:the cotton industry is the need to implement the strategic task of national important agricultural product protection areas,the need to deal with the complicated international environmental situation,the need of economic construction of "the belt and road initiative",and the need to resolve the hidden risk that cotton production is excessively concentrated in Xinjiang.Some bottleneck problems like disconnection of industrial chain,low degree of organization and too traditional cotton-planting methods are restricting the development of Hunan cotton industry.Finally,we propose increasing policy guidance and support,strengthening technological innovation and promotion,speeding up the cultivation of business entities,and accelerating the integration and development of the three industries for the development of Hunan cotton industry.
