摘　　要：口岸处在进境水果贸易供应链上的重要节点,来自全球贸易便利化的国门生物安全风险和挑战与日俱增。本文结合当前口岸进境新鲜水果通关面临的实际问题,立足于新形势下对于口岸检疫查验模式的新需求,以风险管理为核心基础,在风险可控的前提下,通过对进境前新鲜水果检疫进行风险分级,重新评估口岸检疫查验风险,探索建立与之相适应的分层查验模式,寻求提升通关效率的有效途径,构建新海关全面深化业务改革下高度集约化的口岸风险防控体系。Port is an important node in import fruit trade supply chain,and risk and challenge of biosecurity from global trade facilitation are in creasing.This paper,combined with the actual problems faced by the current port entry fruit customs clearance,based on the new demand for the port quarantine in・spection mode under the new situation,taking risk management as the core basis,under the premise of controllable risk,through the risk classification of fruit quarantine before entry,reevaluates the risk of port quarantine inspection,explores the establishment of the corresponding hierarchical inspection mode,seeks the effective way to improve customs clearance efficiency,and builds a highly intensive port risk prevention and control system under the all-round way deepening reforms of the customs.
