摘 要:水生态环境项目往往涉及厂、网、河、湖等工程要素和自然生态要素。如果割裂这些要素之间的有机关联,则容易忽视生态系统服务功能及其效益,从而导致评价结果具有片面性。论文基于生态系统完整性概念,提出了包括技术、效果、结构、功能、稳定性、综合效益和可持续竞争等7个维度的综合评价框架,构建了包括工程与自然生态两大系统,厂、网、河、湖4个要素,共21个因子和54项指标的综合评价指标体系。岳阳市某水综合环境整治项目案例研究表明:该指标体系纳入了生态效益并充分考虑了厂网河湖要素的关联,使其评价能够更好地服务于生态环境保护目标。Water environmental protection projects usually involve many engineering elements and natural ecological elements,such as wastewater treatment plants,pipelines networks,rivers and lakes.If assessment methods split the ecological interconnection between these elements,the evaluation results tend to be one-sided.Based on the concept of ecosystem integrity,this paper puts forward a systematic assessment framework from seven perspectives:technology,effect,structure,function,stability,comprehensive benefits and sustainable competition,and constructs a comprehensive evaluation index system including two systems of engineering and natural ecology,4 elements of wastewater treatment plants,pipelines networks,rivers and lakes,a total of 21 factors and 54 indicators.The case of Yueyang water project showed that this system can fully consider ecological benefits into the elements of the plant,network,river and lake,so that its evaluation can better serve the ecological environmental protection objectives.
