摘　　要：目的:构建第三方平台互联网医院成本效益评价指标体系。方法:通过文献法、访谈法、实地调研和要素分析法初步拟定指标体系框架,运用德尔菲法通过对20位专家咨询确立指标权重。结果:构建由7个一级指标和42个二级指标组成的第三方平台互联网医院成本效益评价指标体系。两轮咨询中专家积极系数分别为100%和95%,专家权威系数(Cr)为0.9066。第一轮协调系数(W)为0.261,第二轮协调系数(W)为0.394,两轮P值均小于0.001,有显著性差异,指标体系可信度高。选取于2014年成立的全国首家第三方平台互联网医院作为实证研究对象,并对其2015-2017年经济运行数据进行了量化评估。结论:第三方平台互联网医院成本效益评价指标体系应体现科学性和实用性的统一;第三方平台互联网医院呈现较好的社会效益和规模经济性特点;第三方平台互联网医院由于平台成本的分摊可有效整合多方资源。Objective:to establish the cost-benefit evaluation index system for third-Party platform internet hospital.Methods:to initialize the framework of the evaluation index system by literature research,interview,field investigation and factors analysis,and finalize the index weighting coefficient by using the Delphi Method to interview 20 experts in two rounds.Results:established an evaluation index system that consisted of 7 first indications and 42 secondary indications.The positive coefficients of the two rounds of expert interviews were respectively 100%and 95%,the expert authority coefficient is 0.9066.The first round coordinated coefficient is 0.261 and the second round is 0.394,both had significant differences(P<0.001),the reliability of the index system was high.Based on the index system,we chose the first third-Party platform internet hospital in China which is founded in 2014 as the case study,to evaluate its cost-benefit based on its economic data from 2015 to 2017.Conclusion:firstly,the third-Party internet hospital evaluation index system should be constructed scientifically and usefully;secondly,the third-Party platform internet hospital should show a characteristic of economies of scale;thirdly,the thirdParty platform internet hospital can integrate multiple resources effectively due to the apportionment of platform cost.
