摘　　要：临床科室效能建设的保障能力是指对科室效能建设起支撑和促进作用的外部资源要素的配置能力和发展能力。具体包括空间与规模、环境设施、医学装备、智能化和智慧医院等硬件支撑,以及信息化、医技平台支持力、多学科协作能力、微循环效率、患者影响力培育等软件系统,还包括行政职能部门服务能力、人才支持与服务、分级诊疗与医联体结构、国际协作、医院文化建设等行政管理体制保障。关注和研究构成要素,通过科学化管理,实现"让医生回归医疗"的目标,全面提高科室效能,保障医疗质量。The support capability of clinical departments’ efficiency construction refers to the allocation ability and development ability of external resource elements which support and promote the efficiency construction of departments. Specifically, it includes hardware support such as space and scale, environmental facilities, medical equipment, intelligent and smart hospitals, and software systems such as informatization, medical technology platform support, multidisciplinary collaboration ability, microcirculation efficiency, and patient influence cultivation, as well as administrative management system guarantees such as service capacity of administrative functional departments, talent support and service, hierarchical medical system and Medical Cluster structure,international collaboration, and hospital culture construction. Pay attention to and study the constituent elements,realize the goal of "returning doctors to medical care" through scientific management, improve the efficiency of departments comprehensively, and guarantee the quality of medical care.
