摘  要:采用文献调查和网络抽样调查的研究方法,对中国公共图书馆的实现无障碍、零门槛进入的现状进行了归纳分析,认为办证收费、借阅限量、超期罚款是障碍民众进入公共图书馆的三道门槛,其本质是对用户信用的不信任,并提出新时代中国公共图书馆开放服务必须充分信任民众,以办证不要证、借阅不限量、超期不罚款为制度创新的重点和发展方向。Using the research methods of literature survey and network sampling survey, this paper summarizes and analyzes the current situation of barrier free and zero threshold entry of Chinese public libraries. It is considered that the charge for handling certificates, the borrowing limit and the overdue fine are the three thresholds for people to enter public libraries, and their essence is distrust of user credit. It also puts forward that the open service of China’s public libraries in the new era must fully trust the people, and take handling certificates without certificates, unlimited borrowing and no penalty for overdue as the focus and development direction of system innovation.
