摘 要:“十四五”时期是巩固拓展脱贫攻坚成果同乡村振兴有效衔接的过渡期。在过渡期构建推动二者衔接有序、有效的长效机制,有其历史逻辑、现实逻辑和实践逻辑。在严格遵循延续性与创新性、常态性与兼顾性、规范性与灵活性、实践性与前瞻性有机统一的原则基础上,沿循“风险防控—主体责任—执行落实—动力接续—协调管理—反馈完善”的基本思路,建构衔接机制的集成方案,以期为过渡期实现乡村振兴高质量发展提供机制保障。The 14th Five-Year Plan period is a transition period for the consolidation and expansion of the achievements made in poverty alleviation in coordination with the extensive drive for rural vitalization.In the transition period,an orderly and effective long-term mechanism to promote the coordination between the two has its historical logic,realistic logic and practical logic.On the basis of strictly following the principles of the organic unity between continuity and innovation,normality and consideration,normalization and flexibility,being practical and forward-looking,this paper suggests to follow the basic approach of"risk prevention-primary responsibility-enforcement and implementation-power continuation-coordination management-feedback improvement",and construct an integrated scheme of coordination mechanism,so as to provide a mechanism guarantee for the realization of high-quality development of rural revitalization during the transition period.
