摘　　要：从摆脱贫困到乡村振兴,是当代中国农村发展变迁的重大转向。它结束了长期以来农业和农村发展服务于工业和城市现代化的需要、缺乏发展与现代化主体性的历史从而让农业和农村获得了优先发展的权利。新中国成立以来,中国农村发展变迁的历史一直是围绕着国家工业现代化的目标而展开的,这一历史既表现为从合作化到人民公社和改革开放后的农村土地承包经营制,也表现为从解决"三农"问题到"三农"现代化,还表现为从扶贫攻坚到乡村振兴等。将脱贫攻坚与乡村振兴有效衔接的政策机制置于更为长时段的中国农村发展变迁的历史进程中,以深化乡村振兴理论和实践问题的认识和讨论,深入思考当下乡村振兴行动中存在的思想观念和政策局限,从而更进一步提升对中国农村发展问题的认识和理解。From shaking-off poverty to rural revitalization is a major transformation in development of contemporary rural China.It ends the long history that agriculture and rural development serving for and subordinated to the needs of industrial and urban modernization,lacking subjectivity of development and modernization and provides agriculture and rural areas priority in development.Since the founding of the People’s Republic of China,rural development and transformation has been centered on the goal of national industrial modernization.It is a history from the collectivism to people’s communes and then to the land contracting management system implemented after the reform and opening-up;A history from solving theissues of the agriculture,rural area and rural residents to the modernization of these three;And a history from poverty alleviation to rural revitalization.We would put the policy mechanism that effectively links poverty alleviation to rural revitalization in a much longer course of history in China’s rural development,so that we might have a deeper understanding and discussion on theories and practices of it,and have a better consideration of the ideologies and policy limitations that exiting in current actions in it.Thus,we might establish a profound comprehension of the issues in China’s rural development.
