摘 要:自由贸易协定原产地规则的从价百分比标准因其技术复杂性和灵活性,被各国作为保护敏感行业的战略贸易政策工具。以汽车产业为例,在对国际上有关从价百分比标准的计算方法进行介绍基础上,选取中国已有的代表性自由贸易协定和《美墨加协定》的汽车原产地规则进行比较研究,并从从价百分比标准计算方法的选取、政策目标规划、限值的更新和配套文件与政策等方面提出了我国进一步优化敏感产业的产品特定原产地规则的对策建议。the ad valorem criterion of the rules of origin in the FTAs provides a convenient way for countries to skillfully use the rules of origin as a tool of strategic trade policy because of its technical complexity and flexibility.Based on the introduction of the calculation method of the ad valorem criterion in the world,this paper conducts a comparative research between the rules of origin of automobiles in China's existing representative FTAs and the USMCA,and raises suggestions for China to further optimize the setting of product specific rules of origin for sensitive industries by the adoption of ad valorem criterion method,policy objective planning,updating of the threshold value and designing of supporting documents and policies.
