乡村振兴战略下我国乡村公共体育服务的发展困境及治理

摘　　要：运用文献资料法等研究方法,对乡村振兴战略下我国乡村公共体育服务的发展问题予以研究。认为:发展乡村公共体育服务是促进乡村产业兴旺的重要支撑、生态宜居的重要举措、乡风文明的重要方式、治理有效的重要力量、生活富裕的重要途径;乡村公共体育服务面临服务数量不够充足、服务地区非均等化、服务方式相对单一、服务决策缺乏民主、服务法治建设滞后等发展困境;提出增强乡村公共体育服务公共财政保障能力、完善乡村公共体育服务财政转移支付办法、建立乡村公共体育服务多元主体供给方式、健全乡村公共体育服务自下而上决策机制、加大乡村公共体育服务法治建设工作力度等治理策略。Research on the development of rural public sports services in China under the strategy of rural revitalization by using the research methods such as documentary materials.The results show that the development of rural public sports service is an important support to promote the prosperity of rural industry,an important measure of ecological livability,an important way of rural civilization,an important force of effective governance,and an important way of life prosperity;Rural public sports service is faced with the development dilemmas,such as insufficient service quantity,non-equalization of service areas,relatively single service mode,lack of democracy in service decision-making,and lagging in the construction of the rule of law;Some governance strategies have been proposed,such as strengthening the public financial security capacity of rural public sports services,improving the financial transfer payment method of rural public sports services,establishing the multi-subject supply method of rural public sports services,improving the bottom-up decision-making mechanism of rural public sports services,and enhancing the construction of the rule of law of rural public sports services.
