跨行政区联合应急制度的实施状况分析

摘　　要：跨行政区联合应急制度建立后,地方主体的实施准备都比较积极。实施准备的内容大多是综合性的机制建设,大多系对制度的概括和复制,主要发挥了制度传导作用;少部分为具体化和工作安排,起到了具体落实作用。通过新冠肺炎疫情防控的检验表明,跨行政区联合应急措施在实施主体上广泛,川渝区域和基层主体表现更为突出;各地方主体对跨行政区联合应急措施的充分运用,珠三角区域和省级主体表现更为突出。各区各级各类主体对信息通报、处置措施衔接、应急资源共享及其他跨行政区联合应急措施四个选项的偏好,呈依次减弱的态势,其中珠三角区域在实质性措施上表现最佳。跨行政区联合应急的效果总体良好,省级地方主体与基层地方主体对是否有待继续完善持相反的态度。从理论上看,一项制度能得以有效实施,与需求、资源、技术、习惯和上级指挥等因素紧密相关。After the establishment of the cross-administrative joint emergency response system,local entities have been relatively active in implementation preparations.The content of implementation preparations is mostly comprehensive mechanism construction,most of which are generalization and duplication of the system,playing a main role in system transmission and a minor role in implementation.The inspection of the prevention and control of the new crown pneumonia epidemic shows that the cross-administrative joint emergency measures are involving extensive implementation entities,with the Sichuan-Chongqing region and the grass-roots entities performing more prominently;each local main body has fully used the cross-administrative joint emergency measures,and the Pearl River Delta region and province entities have better performance.The preferences of each district entity for the four options of information notification,cohesion of disposal measures,emergency resource sharing,and other cross-administrative joint emergency measures weaken gradually,and the Pearl River Delta region performed best in terms of substantive measures.The effect of the cross-administrative joint emergency response is generally good,and the province entities and the grass-roots entities hold opposite attitudes on whether it needs to be further improved.In theory,the effective implementation of a system is closely related to factors such as needs,resources,technology,habits,and superior command.
