江苏省泗阳县生态水利建设研究

摘　　要：为进一步推进生态水利工作,以泗阳县为例,分析其生态水利建设的现状,指出其生态水利建设工程中存在的问题,即重点水利基础设施建设总体进展缓慢,规划体系存在缺失,水利工程耗费较大,河长办机构未获批复,人员配置上存在问题,宣传力度有待提升,招商引资还需加强。并针对问题提出了一系列对策建议,即稳妥推进基建项目建设,持续加快农田水利建设步伐,纵深推进河湖“两违三乱”专项治理,加大宣传力度,解决科室人员编制问题,加强人才引进。In order to further strengthen the promotion of ecological water conservancy work,taking Siyang County as an example,this paper analyzes the present situation of its ecological water conservancy construction,and points out the problems existing in the ecological water conservancy construction project:the overall progress of key water conservancy infrastructure construction is slow,the planning system is missing,the water conservancy project costs a lot,the organization of the river chief office has not been approved,there are problems in staffing,the propaganda needs to be improved,and investment attraction needs to be strengthened.In view of the problems,a series of countermeasures and suggestions are put forward:steadily promote the construction of infrastructure projects,continuously accelerate the pace of farmland water conservancy construction,deepen the special treatment of“two violations and three chaos”in rivers and lakes,increase publicity,improve the staffing of departments and strengthen the introduction of talents.
