政府投资基金融资中权益出资型票据问题研究

摘　　要：目前,政府对区域经济发展和产业转型升级的支持不断加强。政府投资基金由各级政府通过预算安排,以单独出资或与社会资本共同出资设立,采用股权投资等市场化方式引导社会各类资本投资经济社会发展的重点领域和薄弱环节,支持相关产业和领域发展,一般包括募资、投资、管理、退出四个阶段,而权益出资型票据开拓了政府投资基金融资的新渠道。With the improvement of regional economic development and transformation and upgrading of industrial sectors,government investment fund comes into being.Governments at all levels shall,through budget arrangements,invest independently or jointly with private capital in the establishment of such enterprises,through equity investment and other market-based means,guide all types of private capital to invest in key areas and weak links of economic and social development,and support the development of related industries and sectors.Through the four stages of"raising,investment,management and withdrawal",equity investment notes open a new channel for government investment fund financing.
