当代西方公共行政的困境及未来进路

摘　　要：当今时代,西方公共行政的困境主要表现为失去了追求公共价值与美德的意愿和能力,从而陷入德性困境的泥淖。从公共行政的发展历史来看,西方公共行政的德性困境源于价值和经验的二元纠缠。而西方公共行政的现实困境正是这一二元纠缠的产物,无论是民主制行政还是官僚制行政都没有摆脱西方政治思想中由来已久的二元对立传统。西方公共行政要以追寻公共价值为目的,并真正地提高公民参与,这将在很大程度上为解决西方公共行政的困境找到可能的未来进路。Nowadays,the dilemma of western public administration is mainly manifested in the loss of the will and ability to pursue public values and virtues,thus falling into the mire of virtue dilemma.From the perspective of the history of public administration,the moral dilemma of western public administration stems from the dualistic entanglement of value and experience.The realistic dilemma of western public administration is the product of this dualistic entanglement.Neither democratic administration nor bureaucratic administration has got rid of the long-standing tradition of duality opposition in western political thought.Western public administration should pursue public value and really solve the problem of the improvement of citizen participation,which will find a possible future way to solve the dilemma of western public administration to a great extent.
