志愿失灵视角下国际单项体育联合会的治理困境与纾解之路

摘　　要：近年来国际单项体育联合会深陷治理困境,严重影响组织生存与发展。研究认为国际单项体育联合会的治理困境主要体现在透明度缺失、民主赤字、制衡失效、诚信丧失以及团结失衡等方面。同时,借用萨拉蒙“志愿失灵理论”详细探究国际单项体育联合会深陷治理困境的成因,其中商业化是国际单项体育联合会面临治理困境的动因,资源垄断与利益往来以及高度集权与排斥监管分别助推和催化了国际单项体育联合会治理失灵。最后,从实施信息披露制度、规范行政程序、重构问责机制、维护体育诚信、提升代表参与等五个方面提出国际单项体育联合会纾解治理困境的路径。In recent years,International Sports Federations(IFs)have been mired in governance dilemma,which seriously affects the survival and development of the organizations.The research shows that the governance dilemma of IFs is mainly reflected in the lack of transparency,democratic deficit,lack of checks and balances,loss of integrity and unity imbalance.Using Salamon's Voluntary Failure theory,this paper analyzes that commercialization is the cause of governance failure of IFs,and that resource monopoly and interest exchange as well as highly centralized and exclusive supervision respectively help and catalyze the governance failure of IFs.Finally,the paper puts forward the path to relieve the governance dilemma of IFs from five aspects:implementing information disclosure system,standardizing administrative procedures,reconstructing accountability mechanism,maintaining sports integrity and enhancing representative participation.
