摘　　要：总结了宁夏科技体制改革取得的成效和经验,分析了存在的问题和不足。提出完善科技治理法治体系,加强科技治理基础制度建设;创新科技资源配置方式,深化项目形成机制改革;优化科研项目与经费管理,建立以创新质量和综合绩效为导向的评价体系;健全以诚信为基础的科技监督体系等科技体制改革。By summarizing the achievements and experiences of the reform of Ningxia science and technology system,this paper analyzes the existing problems and deficiencies.The paper puts forward some countermeasures and suggestions for the reform of science and technology system in Ningxia,such as perfecting the rule of law system of science and technology governance,strengthening the construction of basic system of science and technology governance,innovating the way of allocation of science and technology resources,deepening the reform of project formation mechanism,optimizing the management of scientific research projects and funds,establishing an evaluation system oriented by innovation quality and comprehensive performance,and perfecting the science and technology supervision system based on integrity.
