摘　　要：针对当前区域营商环境评价指标体系中普遍有待进一步强化“系统性”和“用户思维”的问题,在创新创业生态领域理论的基础上,基于“生态视角”,同时借鉴世界银行等权威机构提出的营商环境评价指标体系,采用焦点小组讨论法从核心要素、区域环境和核心支撑3个大层面设计区域营商环境评价指标体系。核心要素层面主要从基础设施、人才、技术、资本以及其他创新创业核心主体等方面进行评价;区域环境层面围绕法治环境、市场环境、社会环境等方面进行评价;核心支撑层面主要围绕政策支撑、政务服务、中介服务等方面进行评价。Aiming at the“systematic”and“user thinking”that generally need to be further strengthened in the current regional business environment evaluation index system,the focus group discussion method is adopted to design a regional business environment evaluation index system based on the ecological perspective.The index system includes three major levels:core elements,regional environment and core support.Indexes of core element level are infrastructure,talents,technology,capital and other core subjects of innovation and entrepreneurship,indexes of the regional environment level are law environment,market environment,and social environment,indexes of the core support level are policy support and government affairs Evaluation of services,intermediary services.
