快递包装循环利用体系建设的问题、原因及对策

摘　　要：建设快递包装循环利用体系是发展循环经济、发展绿色物流、实现治理体系与治理能力现代化的基本要求。研究发现,现阶段快递包装循环利用体系面临着技术体系不成熟、法律体系松散、标准体系不完善、监管体系不严密、激励机制不健全等问题,问题产生的原因包括行业发展现状的制约、市场机制的缺陷等客观原因以及社会参与不足、主体责任难落实、政府引导力度不够等主观原因。因此,建设快递包装循环利用体系需要政府优化顶层设计、企业承担社会责任、市场发挥调节作用。The construction of the express packaging recycling system is the basic requirement for the development of a circular economy,the development of green logistics,and the modernization of the governance system and governance capabilities.The study found that the express packaging recycling system at this stage is facing problems such as immature technical system,loose legal system,imperfect standard system,imperfect supervision system,and imperfect incentive mechanism.The reasons for the problems include the constraints of the current development of the industry and the market and objective reasons such as the defects of the mechanism,as well as subjective reasons such as insufficient social participation,difficulty in fulfilling the main responsibility,and insufficient government guidance.Therefore,the building of the express packaging recycling system requires the government to optimize the top-level design,enterprises to assume social responsibility,and the market to play a regulatory role.
