四川省移民政策变化下的移民安置优化调整实践--以某水电站农村移民安置规划调整为例

摘　　要：四川省移民政策发生变化,同时某水电站移民安置意愿也发生了较大变化,需根据政策调整及移民意愿优化移民安置方案。本文通过分析政策变化、某水电站涉及生产安置意愿变化及搬迁安置意愿变化等,得出将原规划的大农业为主的生产安置方式调整为逐年货币补偿安置方式是必要的,将原规划农村移民安置以集中安置为主分散安置为辅调整为分散安置与集中安置结合进行,解决了移民耕作半径的问题,从而大多数移民由集中安置改选分散安置,减少了集中安置点建设工程量;同时结合某水电站实际情况,说明了调整后的具体安置方案。Because of the changing of resettlement policies in Sichuan Province and the resettlement willingness of a hydropower station,it is necessary to optimize the resettlement planning according to the policy adjustment and resettlement willingness.By analyzing policy changes,changes in the willingness of a hydropower station to involve production and resettlement,and changes in the willingness to relocate and resettle etc.,this paper concludes that it is necessary to adjust the original planned large-scale agriculture-based production and resettlement method to an annual monetary compensation resettlement method.The resettlement is mainly based on centralized resettlement and decentralized resettlement has supplemented by adjustment to combined decentralized resettlement and centralized resettlement,which solves the problem of resettlement’s farming radius,so that most resettlers are replaced by centralized resettlement and decentralized resettlement,and it is also reducing the construction volume of centralized resettlement sites;The actual situation of a hydropower station explains the specific resettlement plan after adjustment.
