摘　　要：2016年,国务院办公厅印发《关于加快推进广播电视村村通向户户通升级工作的通知》,指出确保通过无线(数字)提供不少于15套电视节目和不少于15套广播节目,并要求“加快推进县级以上无线发射台等基础设施建设,满足广播电视安全播出和监测监管需要”,进一步为利用地面数字电视开展广播电视基本公共文化服务夯实了基础。在此前提下针对湖南省无线数字化的实际情况做了1kW骨干台站数字信号调度监控的规划与设计,辅助发射台站完成模拟转数字的技术升级改造。In 2016,General Office of the State Council issued the“Notice on Accelerating the Upgrade of Radio and Television from Villages to Households”,pointing out that it is necessary to ensure that no less than 15 sets of TV programs and no less than 15 sets of radio programs are provided through wireless(digital).It also requires“accelerating the construction of infrastructure such as wireless transmitting stations above county level,so as to meet the needs of safe broadcasting,monitoring and supervision of radio and television”,which further lays a solid foundation for the use of DTMB to carry out basic public cultural services of radio and television.Under this premise,according to actual situation of wireless digitalization in Hunan Province,this paper makes planning and design of digital signal dispatching and monitoring for 1kW backbone station,and assists transmitting station to complete technical upgrading and transformation of analog to digital.
