摘　　要：为准确识别我国所处外部经济形势,特别是区域经济不稳定因素,分析东北地区经济发展形势,基于优势、劣势、机会和威胁(SWOT)分析框架,从SWOT四个方面分析东北地区规模经济发展。为了解决SWOT分析缺少定量分析过程的不足,将层次分析法(AHP)应用到分析过程中,最终形成一个完整的定性与定量分析相结合的系统框架,通过对各因素的重要度分析和一致性检测,分析影响东北地区经济发展形势的关键因素,并据此提出建设性的对策。In order to accurately identify the external economic situation in our country,especially the regional economic instability,analysis the situation of economic development in northeast China,based on the strengths,weaknesses,opportunities and threats(SWOT)analysis framework and from the four aspects of SWOT analysis of scale economy in northeast China,in order to solve the lack of quantitative analysis in SWOT analysis,this paper applies analytic hierarchy process(AHP)to the analysis,finally formed a complete combination of qualitative and quantitative analysis of the system framework,through analyzing the important degree of various factors and the consistency test,the key factors influencing the economic development in northeast China are analyzed,and constructive countermeasures are proposed accordingly.
