基于制度分析与发展(IAD)框架的先行先试政策推广评估理论研究——以国家大数据(贵州)综合试验区为例

摘　　要：在充分考量当前先行先试政策研究在政策实施效果和推广评估以及普适性方法论不足等缺口的基础上,基于制度分析与发展(IAD)框架,从先行先试政策的行动舞台、外部变量、互动模式、评估准则、结果等方面提出普适性的先行先试政策推广评估理论模型;在此基础上,以国家大数据(贵州)综合试验区的先行先试政策为例开展案例研究,从大数据制度创新、数据中心整合利用、数据资源共享开放、大数据创新应用、大数据产业聚集、大数据资源流通和大数据国际合作七方面作出政策推广评估,结果表明除数据中心整合利用和大数据国际合作两方面措施适宜在区域层面推广,其他政策措施可在全国层面推广。最后总结提出持续推进大数据制度创新、数据资源共享开放和大数据创新应用、大数据产业集聚和大数据资源流通,鼓励大数据交流合作和审慎推行数据中心建设等政策建议。On the basis of fully considering the gaps in the current research on pilot policies in terms of policy implementation effects and promotion evaluation as well as the lack of universal methodology, this paper proposes a universal theoretical model for the extension evaluation of pilot policies based on the institutional analysis and development(IAD) framework in terms of the action arena, external variables, interaction patterns, evaluation criteria,and results of pilot policies. On this basis, the paper takes pilot policies of the National Big Data Comprehensive Pilot Zone(Guizhou) as an example to carry out a case study, and makes an assessment of its policy promotion in seven aspects: big data system innovation, data center integration and utilization, data resource sharing and opening, big data innovation and application, big data industry aggregation, big data resource circulation, and big data international cooperation, gets the conclusion as follows: except for the measures of data center integration and utilization and international cooperation of big data, which are suitable for promotion at the regional level, other policy measures can be promoted at the national level. Finally, the paper concludes policy recommendations such as continuously promoting big data system innovation, data resource sharing and openness, big data innovation and application, big data industry clustering and big data resource circulation, encouraging big data exchange and cooperation, and prudently implementing data center construction.
