摘 要:在新型电力系统背景下,新能源比重的增加为配电网带来了更多不确定因素。为提升配电网应对不确定因素扰动的能力,提出了面向态势全感知的高弹性配电网一二次协同规划模型。首先,给出了高弹性配电网态势全感知的定义,基于高弹性配电网的关键业务得到优选的态势感知设备集合;然后,在此基础上,对高弹性配电网的态势感知设备进行优选,在保证配电网安全、经济、可靠运行的基础上追求最大的经济与环保效益;最后,实际案例分析表明,所构建的高弹性配电网一二次规划模型能够以较低的经济成本为代价显著改善网络的可靠性、自愈能力,并在一定程度上削减碳排放量。Under the background of power systems dominated by new energy,the increasing proportion of clean energy brings more uncertain factors to the distribution network.In order to improve the ability of distribution network to deal with the disturbance of uncertain factors,a primary and secondary collaborative planning method for highly-resilient distribution network based on full situation awareness is proposed in this paper.Firstly,the full situation awareness of highly-resilient distribution network is defined.Then,the optimal set of situation awareness equipment is obtained based on the key services of highly-resilient distribution network.On this basis,the situational awareness devices of the highly resilient distribution network are preferentially selected,and the distribution network situation awareness planning model is constructed to pursue the maximum economic and environmental benefits on the basis of ensuring the safe,economic and reliable operation of the distribution network.Finally,the case study shows that the planning model constructed in this paper can significantly improve the reliability and self-healing indices of distribution network at a low economic cost,while reducing the carbon emission to a certain extent.
