矿产资源开发过程中利益相关者利益分配博弈--基于矿山企业、矿区居民、地方政府三方主体的分析

摘　　要：矿产资源开发收益分配的利益相关者包括矿山企业、矿区居民、地方政府三方,建立科学合理的利益分配机制有助于实现矿区良性发展。本文通过构建不完全信息动态博弈模型与第二阶段事后博弈模型,对矿产资源开发中包括矿山企业、矿区居民、地方政府在内的利益相关者的利益分配策略选择进行博弈分析。研究发现:矿山企业以何种分配比例对矿区居民作出经济补偿,对矿区居民是否选择接受分配方案具有重要影响;矿区居民是否接受矿山企业的补偿金额,直接决定了地方政府是否介入矿山企业的利益分配。对此,地方政府应加快设立专门的矿区纠纷处理机构,降低矿区居民的维权成本,提高矿区居民的监督维权意识;同时,地方政府应在充分调查研究的基础上,根据矿山企业的实际盈利情况确定合理的利益分配比例,矿山企业应提高是否按合理比例进行分配的信息披露透明度,化解矿山企业与矿区居民之间的矛盾,促进矿区的持续和谐发展。The stakeholders of mineral resources exploitation income distribution include mining enterprises and residents in mining area,local government.By constructing the incomplete information dynamic game model and the second-stage post game model,this paper analyzes the benefit distribution strategy selection of the stakeholders including mining enterprises,min⁃ing residents and local governments in mineral resources development.The results show that the proportion of profit distribution in mining enterprises has an important influence on whether mining residents choose to accept the distribution plan.Whether the residents accept the compensation announced by the mining enterprises directly determines whether the local government inter⁃venes in the profit distribution of the mining enterprises.In this regard,the local government should speed up the establishment of mining area dispute settlement institutions,reduce the cost of protecting the rights of the residents in the mining area,improve the supervision and protection awareness of the residents in the mining area;At the same time,the local government should deter⁃mine the reasonable proportion of profit distribution according to the actual profit of mining enterprises on the basis of full investi⁃gation and study.Mining enterprises should improve the transparency of information disclosure on whether to allocate in a reason⁃able proportion,so as to improve the antagonistic relationship between mining enterprises and residents and promote the sustain⁃able and harmonious development of mining areas.
