体育强国语境下中国退役运动员转型保障制度创新研究

摘　　要：运用文献资料法、专家访谈法等方法,以可持续发展、生涯发展阶段等理论为指导,对作为权利主体的运动员退役后的境遇进行阐述,对新时代退役运动员转型保障制度创新面临的挑战进行分析。在此基础上,提出普惠型退役运动员转型保障制度的建构,并从理念转变、创新教育供给、健全立法、创新运动员培养制度、职业和文化教育协同推进、建立退役运动员转型保障机制等方面,提出新制度模式下退役运动员转型保障工作的路径。Based on the theory of sustainable development, this paper expounds the situation of the retired athletes as the subjects of rights by using the methods of literature and expert interviews. The authors analyzes the challenges faced by the innovation of the transition security system for retired athletes in the new era, and on this basis, puts forward the construction of inclusive transition security system for retired athletes. And from the concept change, innovation education supply, perfect legislation, innovation athletes training system, the author puts forward the enlightenment of the reform and security of retired athletes under the new system mode from the perspective of the supervision mechanism of the reform and security of retired athletes.
