摘 要:"十四五"期间国家提出要着重提升发展质量效益,道路货运行业应基本实现高质量发展.基于我国31个省(市、自治区)道路货运行业2015—2019年的面板数据,利用传统的DEA模型与Malmquist指数法对道路货运业的投入产出效率进行分析.通过建立评价模型进行横纵向比较,发现我国不同区域道路货运发展较不平衡,东部地区综合效率与增速均较高,中部地区综合效率高但增速慢,西部地区综合效率与增速均较低;从整体来看,规模效率是影响中国道路货运行业高质量发展的要因.基于此,提出道路货运行业需合理扩建市场规模,实施差异化政策与加强区域协作等建议.During the 14th Five-Year Plan period, China’s government proposed to focus on improving the quality and efficiency of development, and the road freight industry should basically achieve high-quality performance.Based on the panel data of China’s road freight transport industry from 2015 to 2019, this paper analyzes the input-output efficiency of the road freight transport industry using traditional DEA model and Malmquist index method. By establishing the evaluation model for horizontal and vertical comparison, it is found that the development of road freight transport in different regions of China is unbalanced. The eastern region runs at both high comprehensive efficiency and growth rate, while the central region moves also with high comprehensive efficiency but at slow growth rate. In comparison, the western region is noted for low comprehensive efficiency and growth rate. On the whole, scale efficiency is the key factor affecting the high quality development of China’s road freight industry. Based on this observation, some suggestions are put forward, such as expanding the market scale reasonably, implementing differentiated policies and strengthening regional cooperation.
