摘 要:中国沿海地处世界危险海岸带,全球海平面上升及地面沉降叠加所致的相对海平面上升已成为国内外沿海地区经济社会发展面临的重大战略问题,地面沉降也已成为21世纪中国沿海地区相对海平面上升的主导和决定性因素.本文采用文献分析法对绝对海平面上升及地面沉降两大领域研究进行了综述.目前国内外相对海平面上升研究主要集中在成因、机理、模拟计算、风险评估、动态监测、防控和管理等方面,与发达国家相比,中国相对海平面上升研究存在一定的滞后性,也缺乏陆海统筹及政策管理研究.随着"一带一路"战略的深入,未来中国相对海平面上升研究需要针对沿海地区城市化及相对海平面上升趋势特征,面向生态文明和可持续发展目标,科学提出发展战略与政策建议.构建适合中国沿海特点的预测模型、风险评估体系与灾害管理系统将是研究未来相对海平面上升的热点和重要方向.The coastal regions of China are deemed at risk due to their littoral locations from the world geographic perspective. The relative sea-level rise, which is super-imposed caused by sea-level rise and land subsidence, has become one of the critical issues for the economic development in the coastal regions across the world. Also, land subsidence has become the major determinant to affecting the relative sea-level rise in coastal regions of China for decades to come. The literature analysis is conducted to summarize research progresses on absolute sea-level rise and land subsidence. The investigations on the relative sea-level rise are now focused on causes, mechanism,simulation, risk assessment, dynamic monitoring, control, and management at home and abroad. Compared with the measures taken by some developed countries, the research conducted in this program on relative sea-level rise lags behind, especially in terms of land-and-sea cases, corresponding policies, and management. To fast implement the strategy of “the Belt and Road Initiative”, the research on the relative sea-level rise should be in conjunction with the characteristics of urbanization and trend of relative sea-level rise as well as meet the needs of eco-civilization and sustainable development. The key points and directions of relative sea-level rise research in the future would be focused on building the prediction model, risk appraisal, and hazards management systems,suitable for China’s coastal regions.
