货币“回锚”:新发展理念下一种货币供给生态化转型方案

摘　　要：在全球化危机和疫情冲击的双重影响下,中国加快构建“双循环”新发展格局,试图改变过去对外依存度过高条件下形成的“外储发行+土地吸纳”的货币供给体系,以及由此造成的货币发行对外依赖和国内经济脱实向虚的问题。在国家生态文明战略转型和“绿水青山就是金山银山”成为重要发展理念的背景下,建议以“两山”新理念来统筹金融与农业两大供给侧改革,探索通过“生态产业化和产业生态化”,让货币“回锚”到生态资源价值化的“三级市场”之中,通过建设生态资源价值化的三级市场和发行“两山债券”相结合,以此吸纳货币,从而将主权货币发行用于主权范围内的“资源货币化+资本化”,进而带动城乡要素双向流动,畅通国内大循环。It proposes to use the new concept of"lucid waters and lush mountains are invaluable assets" to coordinate the two supply side reforms of finance and agriculture,explore the way that"ecological industrialization and industrial ecology",make the currency "anchor back"into the"three-level market"of ecological resource value,and combine the construction of three-level market of ecological resource value with the issuance of"two mountains bonds",so as to absorb money,thus,the issuance of sovereign currency will be used for"resource monetization+capitalization"within the scope of sovereignty,so as to drive the two-way flow of urban and rural factors and smooth the domestic circulation.
