摘　　要：法治政府建设的内涵和任务在实践中不断丰富,其所蕴含的职能科学、责任政府、服务理念等与整体治理理念下的整体政府思想高度契合。2021年中共中央、国务院印发的《法治政府建设实施纲要(2021-2025年)》,在延续我国法治政府建设多年来追求整体政府目标的基础上,进一步明确了今后五年我国法治政府建设的重点内容。从我国法治政府建设的实际出发,对2021年《纲要》中的整体政府思想进行归纳和分析,对于推动2021年《纲要》全面准确实施,推进我国法治政府建设,具有重要的理论和实践意义。The connotation and task of the construction of government under the rule of law are constantly enriched in practice,and its functional science,responsible government and service concept are highly consistent with the overall government thought under the overall governance concept."Implementation Outline for the Construction of Government under the Rule of Law(2021-2025)"further defines the key contents of the construction of government under the rule of law in China in the next five years on the basis of continuing the pursuit of the overall government goal of the construction of government under the rule of law in China for many years.
