摘 要:2018年的海上执法改革开启了中国海上执法建设的新阶段,推动海上执法在依据、协作、职责、力度、过程等维度取得长足的进展。然而,此次改革也遗留或诱发了一些问题有待解决,海上执法依旧面临着地方执法机构设置方式多样、综合执法改革进度缓慢、法律体系不尽健全等困境。为消除这些困境,可以将渐次推进海上综合执法、健全海上执法法律体系、探索设立海洋管理机构、构建较高层次的综合协作机制等作为发展进路,以提升海上执法效能,助推海洋强国战略的实施。The maritime law enforcement reform in 2018 has started a new stage of China’s maritime law enforcement construction,promoting positive progress in the aspects of basis,coordination,responsibility,intensity and process of maritime law enforcement.However,this reform cannot solve all the problems.Maritime law enforcement is still faced with some difficulties,such as the diversity of local law enforcement agencies,the slow progress of comprehensive law enforcement mode,and the imperfect legal system.In order to eliminate these difficulties,it is necessary to gradually promote comprehensive maritime law enforcement,improve the legal system of maritime law enforcement,explore the establishment of marine administrative agencies,and build a high-level comprehensive cooperation mechanism.Through these means,we will enhance the effectiveness of maritime law enforcement and boost the construction of a maritime power.
