存量空间更新专项规划的编制框架及技术对策

摘　　要：文章通过分析城市更新规划思路体系和法律地位的演变情况,首先阐明了存量空间更新专项规划设置的历史基础;其次,从编制内容、编制模式、组织方式3个方面探讨了该专项规划编制的内容与形式,重点探索了物质空间、环境空间、政策空间“三位一体”的内容构成,提出了统一编制、分开编制、统分结合编制模式及其适用的组织方式;再次,尝试建构“三阶两决”的关联递进型技术框架,并提出统一性、实效性、落地性“三性合一”的质检工具;最后,从顶层设计、政策创新、行业变革等5个方面对存量空间更新专项规划编制提出了对策建议。Firstly,the paper analyzes the evolution of the concept and legal status of urban renewal planning,and explains the historical basis of built-up space renewal special planning;secondly,it discusses the content,mode,and organization of planning compilation,especially in physical space,environmental space,and policy space,and proposes unified,separated,and integrated compilation modes and correspondent organizations;thirdly,it establishes a technical route of“three stages,two decisions”,and a quality inspection system that integrates unification,efficacy,and feasibility;finally,it proposes development strategies from aspects of top-level design,policy innovation,and professional reform etc.
