城乡融合发展中的土地制度改革路径研究——以广清接合片区为例

摘　　要：从要素流动的角度看,土地制度创新是城乡融合发展的保障。新中国成立以来,土地制度改革推动了城乡关系的演变。在选择推进城乡融合发展的有效路径时,土地制度因其重要性和改革的迫切性,应成为重点关注对象。文章以国家城乡融合发展试验区广清接合片区为研究对象,对其土地制度创新与城乡融合发展之间的关系进行了深入剖析,并提出该区域需要在四方面继续深化土地制度改革,包括完善农村集体土地使用权权能、推进集体经营性建设用地入市、搭建城中村改造合作平台、保障乡村产业发展中的用地,以促进区域内城乡土地要素双向流动,带动其他层面的改革。Innovation of land institution ensures urban-rural integrated development from the viewpoint of element flow.The reform of land institution has pushed the alterations of urban-rural interaction since the founding of the People’s Republic of China,and it is important and crucial in urban-rural integrated development.With national pilot zone of urban-rural integrated development,Guangzhou-Qingyuan connection area,as an example,the paper analyzes the land institution innovation and urban-rural integrated development,and puts forwards reform suggestions in four aspects:perfecting the rights and power of rural collective land,promoting the marketization of rural collective commercial land,building a collaboration platform for urban village renovation,and guaranteeing construction land in rural industrial development,so as to promote double-way flows of urban-rural land elements within the region and reform in other areas.
