高质量发展视角下广州市零散工业用地规划编制探讨

摘　　要：零散工业用地是我国普遍存在的重要用地类型之一,但规划对其关注不够,且多以"自上而下"政府主导的视角进行规划,导致规划难以落地及零散工业用地得不到高质量利用。文章分析了零散工业用地规划管理的困境,反思其规划存在的问题,提出高质量发展视角下零散工业用地的规划思路应从"政府主导"向"政府引导,市场主导"转变,并提出思路转变下零散工业用地规划编制应对框架,包括刚性控制与弹性引导相结合的规划编制方法、区分利益主体和以平衡与保障利益作为规划编制的基础两个方面。在此基础上,文章对广州市中心城区零散工业用地规划进行了探索,提出以市场主导促进零散工业用地高质量发展的规划方法,包括与市场需求相适应的规划调研、"负面清单"式刚弹结合的规划编制内容、基于利益视角的分类规划和支撑规划实施的管理"政策工具包"。Scattered industrial land is common,and top-down government dominated planning is difficult to implement in practice.The paper analyzes the dilemma of scattered industrial land planning management,proposes its planning transition from “government dominance” to “government guidance,market domination”,and its planning framework including rigidity and flexibility combination,differentiation of stakeholders for the balance of benefits as the basis of planning.In Guangzhou central district scattered industrial land planning,a market oriented planning approach for high-quality development is practiced.It includes market investigation,rigid-flexible planning content with “negative list”,benefits oriented special plans,and policy package that supports planning implementation.
