摘　　要：围绕加快推进“十四五”时期海南自由贸易港行政区划改革创新的战略部署,深入贯彻落实习近平总书记关于行政区划工作的系列重要指示精神,从发挥行政区划本身的资源配置作用、提升新型城镇化发展质量、实现行政区划在国家治理体系和治理能力现代化的角度出发,分析城乡发展新格局背景下海南行政区划设置中存在的问题,提出“十四五”时期优化海南行政区划设置的思路和对策。Around accelerate the“difference”free trade port in hainan province during the period of administrative division reform and innovation strategy,indepth implementation of xi jinping,general secretary of the administrative area work spirit of a series of important instructions,from administrative division itself should play the role of the allocation of resources,improving the quality of new urbanization,administrative division in the national management system and management ability of modern perspective,This paper analyzes the problems existing in the setting of administrative divisions in Hainan province under the background of the new pattern of urban and rural development,and puts forward the thoughts and countermeasures of optimizing the setting of administrative divisions in Hainan province during the 14th Five-Year Plan period.
