建材行业质量监管的瓶颈与制度创新研究

摘　　要：当前我国建材行业正向高质量发展转型,这个过程伴随着体制改革的不断深化和营商环境的不断完善.不过,由于历史原因和信用秩序等方面的遗留问题,建材质量问题仍然很严重,建材行业的质量监管有待于进一步完善。若要有效治理,必须找到根源才能对症下药.建材行业质量问题的根源在于大业主的道德风险和制度瓶颈导致的生态环境无序化。解决之道在于转变理念,实施建材监管的制度创新:依法依规﹑系统监管﹑协同监管,以及打破固有模式,提升监管维度。At present,our country's building materials industry is transforming from extensive to high-qualitydevelopment.At the same time,the management of the building materials industry is becoming increasingly standard-ized.However,due to environmental problems and historical factors,quality issues in the building mterials indus-try are still very serious.The quality supervision of the building materials industry needs to be improved urgently.To effectively improve,the root must be found to prescribe the right medicine.The essence of the quality prob-lems in the building materials industry is the disorder of the ecological environnent caused by the moral hazard ofthe big owners and the institutional obstacle.The solution lies in changing the concept and implementing the systeminnowation of building materials supervision:laws and regulations,systematic and coordinated supervision,as wellas breaking the inherent model and enhancing the dimension of supervision.
