甘肃省中医卫生资源配置效率分析——基于DEA-Malmquist指数的研究

摘　　要：[目的]研究2017-2020年甘肃省中医卫生资源配置效率及其变化,为甘肃省中医药改革提供参考。[方法]运用描述性统计方法分析2017-2020年甘肃省各地市中医卫生资源配置,运用DEA-Malmquist指数法对甘肃省14个市的中医卫生资源全要素生产率进行分析。[结果]2017-2020年,甘肃省中医卫生资源平均技术效率均值为0.941、纯技术效率均值为0.968、规模效率均值0.970;2017-2020年,甘肃省的中医卫生资源配置平均全要素生产率指数为0.958,年平均下降率为4.2%,平均技术效率指数为1.017,平均技术进步指数为0.948。[结论]甘肃省中医医疗资源配置的布局有待优化,应加大中医人才培养与引进力度,提高中医医疗技术,从而完善中医医疗资源的配置。Objective To study the efficiency and change of TCM(Traditional Chinese Medicine)health resources in Gansu Province from 2017 to 2020 so as to provide reference for TCM reform in Gansu Province.Methods Descriptive statistical methods was used to analyze the situation of allocation of TCM health resources in Gansu Province from 2017 to 2020,and analyzed the total factor productivity of TCM health resources in Gansu Province by DEA-Malmquist index method.Results From 2017 to 2020,the mean value of the average technical efficiency,pure technical efficiency and scale efficiency of TCM health resources in Gansu Province was 0.941,0.968 and 0.970 respectively.During 2017-2020,The average total factor productivity index of TCM health resource allocation in Gansu Province was 0.958,average annual decline rate was 4.2%,average technology efficiency index was 1.017,average technology progress index was 0.948.Conclusions The layout of TCM health resources allocation in Gansu Province needs to be optimized,so we should strengthen the training and introduction of TCM talents,improve the TCM technology,and thus improve the allocation of TCM health resources.
