摘  要:选取2007—2017年我国281个地级及以上城市的市长和市委书记的微观数据,运用双重差分模型探究地方官员异地交流对城市碳排放的影响。研究结果表明:(1)地方官员异地交流显著降低了城市的碳排放水平,且减排效应主要来自市长异地交流,多发生在非资源型城市和"十八大"以后;(2)市长任期与城市碳排放之间存在"U型"非线性关系,初始任职年龄更大和拥有文科教育背景的官员异地交流对降低城市碳排放的作用更加显著;(3)地方官员异地交流的碳减排效应通过加强环境规制和打破流入城市原有社会人情网络的渠道来实现。This paper selected the micro-data of the mayors and municipal party secretaries from 281 prefecture-level and above cities in China from 2007 to 2017, and then used difference-in-differences model to explore the influence of local officials’ geographical rotation on urban carbon emissions. The results showed that, local officials’ geographical rotation have significantly reduced urban carbon emission level mainly by the geographical rotation of mayors, which mostly happened in non-resource-based cities and after the 18 th CPC National Congress. Moreover, there was an "U-shaped" non-linear relationship between mayor tenure and urban carbon emissions. And the officials with older initial tenure or liberal arts background may played a more pronounced role in this reducing effect. Finally, the mediating paths of the reducing effect included strengthening environmental regulation and breaking the channels of entering original urban social network.
