双循环新发展格局下江苏加工贸易转型升级的路径研究

摘　　要：加工贸易是江苏开放型经济的优势和特色所在,在新兴技术运用加速国际竞争、后疫情时代全球产业链加速重构以及国内大循环极大释放内需潜力的新形势下,江苏加工贸易需融入双循环新发展格局以推进转型升级。从整体规模、企业性质、产品结构、市场分布、地域分布5个方面分析江苏加工贸易发展现状,指出江苏加工贸易存在体制机制障碍难破解、产业层次难提高、创新能力难增强、品牌建设难推进、国内市场难开发等问题。建议加强顶层设计,构造“以我为主”的全球价值链,发挥自贸试验区载体优势,依靠自主创新提高竞争力,加强品牌和营销渠道建设,以此促进江苏加工贸易转型升级。Processing trade is the advantage and feature of Jiangsu’s open economy.Under the new situation that the application of emerging technologies accelerates international competition,the global industrial chain accelerates reconstruction in post-COVID times,and the domestic cycle greatly releases the potential of the domestic demand,Jiangsu’s processing trade needs to integrate into the new development pattern of dual circulation to promote transformation and upgrading.This paper analyzes the development status of Jiangsu processing trade from five aspects:overall scale,enterprise nature,product structure,market distribution and regional distribution,and points out that there are five problems in Jiangsu processing trade:difficult to crack the obstacles of system and mechanism,difficult to improve the industrial level,difficult to enhance innovation capabilities,difficult to promote brand building,and difficult to develop the domestic market.It is proposed to promote the transformation and upgrading of Jiangsu processing trade by strengthening the top-level design,constructing the global value chain dominated by China,giving full play to the carrier advantages of the pilot free trade zone,improving competitiveness by relying on independent innovation,and strengthening the construction of brands and marketing channels.
