控制权视角下地方政府环境治理的行动逻辑——以F市秸秆禁烧工作为例

摘　　要：随着中央政府环保压力的不断加强,如何对上级政府环保任务进行迅速、高效回应,成为地方环保行动的关注重点。在借鉴“控制权”理论的基础上,以对F市秸秆焚烧工作的考察为切口,讨论地方政府在政治动员、任务传导、资源聚焦和结果反馈四个环节的环境治理行为及其运作逻辑。研究发现:在环境治理中,地方政府面临中央政府在目标设定、监督约束、外部激励、结果考核等方面的环保压力。为保证环保目标的实现,地方政府采取积极行动,通过快速响应、责任压实、集约投入和信息筛选等应对行为回应上级政府交代的环保任务,在提升地方政府环保治理绩效的同时,保证中央政府委托的环保目标的实现。With the increasing pressure from the central government on environmental protection,how to respond quickly and efficiently to the environmental protection tasks of the superior government has become the focus of local environmental protection actions.Based on the theory of“control right”and the investigation of straw burning ban in F City,this paper discusses the environmental governance behavior and operation logic of local government in four links,including political mobilization,task transmission,resource focus and result feedback.According to the research results,in environmental governance,the local government are under environmental protection pressure from the central government in terms of goal setting,supervision and restraint,external incentives and assessment of the results;in order to ensure the realization of the environmental protection goals,the local government take active action,through coping behaviors including rapid response,responsibility compaction,intensive investment and information screening,in response to the environmental protection tasks assigned by the superior government.In addition to improving the performance of local government environmental governance,the realization of the environmental protection goals entrusted by the central government is also guaranteed.
